The North Carolina Civil Defense newsletters from 1954 - 1957 are in short supply. The State Library of North Carolina, and the North Carolina Collection at the University of North Carolina at Chapel Hill have collections of the NCCD newsletters from 1958 - 1974. The only places I have found any of the 1954 - 1957 newsletters are in the governor's papers. So far I have nine copies, but hope I can find more. Here is one of the earliest newsletters published. The earlier papers are generally lacking in information, but the state agency (technically the North Carolina Council on Civil Defense) had only half a dozen paid employees.
Of interest is the blip about HAM radio operators and Hurricane Carol. A month later Hurricane Hazel hit North Carolina, and more or less the entire Eastern part of the U.S. I hope I can find an October - December 1954 newsletter, if at nothing else to see what it says about Hazel!
